plugins/slowkeys: Fix sending the released events

The way the filter works right now is as follows:

- on a key press or repeat, add the corresponding entry to m_firstEvent
- when there is a key repeat event and it's sufficient late enough after
the press event, remove the key from m_firstEvent and let it pass
through; The key is removed from m_firstEvent so repeated presses can
  be spaced out accordingly
- on a key release, let the event pass through if m_firstEvent contains
no entry for the given key, i.e. that the corresponding key press has
  not been filtered out before

The issue lies with the key release logic. If a client has seen at least
one press event, then we have to send the release event regardless of
whether m_firstEvent contains an entry for the key or not.
