STEPS TO REPRODUCE
1. Open a PDF containing forms
2. Do a change to the form
3. Save
OBSERVED RESULT
The forms notice re-appears even if it was discarded before and the
forms-editing mode is still active. Apart from being very annoying, with
certain zoom settings (e.g. page height) it actually reduces the applied zoom
level because the notice reduces the size of the viewport (since this triggers
a re-render this can be very expensive for large files).
EXPECTED RESULT
Once discarded for a certain document, the forms notice should not re-appear as
long as the document is still open.
