STEPS TO REPRODUCE
1. Set an image as wallpaper.
2. Edit that image.
3. Set that image as wallpaper again.
OBSERVED RESULT
Nothing changes.
Unless you moved the image to another directory, System Settings will assume
it's the exact same image and do nothing.
EXPECTED RESULT
The wallpaper should be refreshed.
