--- Comment #4 from Oliver Freyermuth <[email protected]> ---
Not sure whether this is the same problem on my end, but it might also be
helpful to look at "showcompositing" in the kwin debug console with krunner ->
effects.
On one of my systems, I observe that "things get more jaggy" when the system
switches frequently between direct scanout (green IIUC) and non-direct scanout
/ compositing.
How is this related to blur?
If blur is disabled on my system, .e.g. Firefox always seems to stay "red",
i.e. no direct scanout.
If blur is enabled, it often switches to direct scanout. It seems that mostly
the switching is causing jerkiness, and also brightness variations in some
cases. So on my side, blur is only the "trigger" somehow.

Funnily enough, when activating showfps, the system does not seem to use direct
scanout anymore, so with showfps everything is fluent.

Maybe @medin is observing some similar indirect effect?

So in short, I'd recommend to also check "showcompositing" while you are at it,
maybe that highlights something interesting which is only indirectly correlated
to blur.

(on my end, the direct scanout <-> no direct scanout switching mostly causes a
brightness flicker and a bit of mouse cursor jerkiness, I will at some point
report that separately unless we find the cause is the same here)
