Applications jumping out of order

DESCRIPTION
After the upgrade to Plasma 6.8, the Icons-and-Text Task Manager is showing
different behavior than before on my device when "Keep launchers separate" is
disabled, and "Hide launchers after application startup" is enabled.

Previously, that setup led to opening a pinned application basically
"expanding" its icon on the Task Manager into a full button, in the same
place/order as before.

Now, that pinned application temporarily moves to the end of the Task Manager
list - kind of like if "Keep launchers separate" were enabled instead, but
where the application can still freely be dragged back into place.

STEPS TO REPRODUCE
1. Set up a Plasma panel with the Icons-and-Text Task Manager widget, with the
Behavior configured to Sort Manually, uncheck Keep launchers separate, and
check Hide launchers after application startup.
2. Pin multiple applications to the Task Manager.
3. Open a pinned application that isn't the rightmost (or leftmost if RTL).
4. Close that application.

OBSERVED RESULT
The application opens at the far right end of the Task Manager. When closed,
the icon returns to its original place.

EXPECTED RESULT
The application opens in place of the launcher icon. The icon remains in its
original place after closing the application.

SOFTWARE/OS VERSIONS
Operating System: Fedora Linux 44
KDE Plasma Version: 6.8.0
KDE Frameworks Version: 6.31.0
Qt Version: 6.11.2
Kernel Version: 7.2.10-200.fc44.x86_64 (64-bit)
Graphics Platform: Wayland
Processors: 16 × AMD Ryzen 7 7800X3D 8-Core Processor
Memory: 32 GiB of RAM (30.2 GiB usable)
Graphics Processor 1: NVIDIA GeForce RTX 4070 SUPER

ADDITIONAL INFORMATION
This disrupts the ability to use the Icons-and-Text Task Manager, providing
text labels for open applications (it's harder and slower for me to identify
things by icons alone, as opposed to when they're also labeled), with a
workflow similar the Icons-Only one where Super/Meta+[number key] can be relied
on to always either open or activate the same program.

If helpful, the relevant section of my plasma-org.kde.plasma.desktop-appletsrc
file is below:
[Containments][144][Applets][181][Configuration][General]
groupPopups=false
groupingStrategy=0
launchers=applications:todoist.desktop,applications:org.mozilla.thunderbird.desktop,applications:firefox.desktop,applications:org.kde.akregator.desktop,preferred://filemanager,applications:org.localsend.localsend_app.desktop
middleClickAction=Close
separateLaunchers=false

I can't see an obvious way it would be related, but the only possibly related
code change I could see in KDE code for 6.8 was
