DESCRIPTION
Locking a layer blocks both brush strokes and the transform tool. I'd like a
way to block only painting, so I can move or transform a layer without
accidentally drawing on it.
STEPS TO REPRODUCE
1. Create a layer and select it.
2. Click the padlock (Lock Layer).
3. Try to paint on it, then try the Transform tool.
OBSERVED RESULT
Both are blocked.
EXPECTED RESULT
An option (a second lock, or a lock mode) that blocks painting tools but still
allows Transform and Move.
