Wallpapers require access to the relevant images, so we have to copy the image somewhere readable by the greeter. That requires some plugin-specific logic in the KCM to do this as we also have to adjust the paths in the wallpaper config. We can't expose settings that then don't work. I'm happy to throw extra IDs in that whitelist of allowed plugins if there is anything people use that doesn't require external assets.
