avif excels delivering small filesize in low resolution, low quality scenarios.
JPEG XL would also improve from the current scenarion, but not as much as avif.
I've attached a quick test I did with cjxl and avifenc. Original thumbnail is
9.7KiB, jxl is 1.2KiB and avif is 752B
