STEPS TO REPRODUCE
1. Go to a folder full of items.
2. Scroll up and down.
OBSERVED RESULT
The scrollbar lacks its sliding animation animation while the page itself is
sliding normally.
EXPECTED RESULT
The scrollbar needs to scroll instead of teleport.
