app: Add accessible name and tooltip to navigation drawer handle

When navigating the desktop application using screen readers (such as NVDA on
Windows or Orca on Linux), the navigation drawer handle was exposed as a
generic Button with an empty accessible Name because `handleClosedToolTip` and
`handleOpenToolTip` were not specified on the `Kirigami.OverlayDrawer`.

This prevented screen reader users from discovering or activating the control
to open or close the device list, and also left the handle without a tooltip
when hovered with a mouse.

### Solution:

- Set `handleClosedToolTip` and `handleOpenToolTip` on the `drawer` with
localized strings (`"Open device list"` / `"Close device list"`).
- Explicitly bound `handle.Accessible.name` to match the current drawer state
(`drawerOpen ? handleOpenToolTip : handleClosedToolTip`).
