In Plasma 5 a disabled option was stored by removing its config group, so a default shipped by the distribution took over again; since Plasma 6.0 every option is saved as an explicit setting (https://invent.kde.org/plasma/powerdevil/-/merge_requests/249), which overrides the distribution's defaults.
