I'm sorry, in what way is this a solved problem? The problem is not solved at all. As a KDE user and an application developer that has global hotkeys as a core feature, the only "solution" we have for our users is to tell them to run the app under XWayland if they're not on x11 so that our x11 implementation will work. Digging your head in the sand and pretending no issue exists is not conducive solving the problems that your real actual users have today with Wayland.
