dolphinview: keep the writable state when the folder is refreshed

Before this change, the view was marked not writable each time its folder was
listed, until the listing completed.
KDirLister lists the folder again on a refresh, for example while files are
moved into it.
Under heavy I/O these listings are slow, so "Create New Folder" stayed disabled
and reported a missing permission.

The writable state is now reset only when the view opens another folder.
A refresh, F5 or the expansion of a subfolder keep it.
