  Target Milestone: ---

DESCRIPTION
Discord recently rolled out integration w/ Wayland global-shortcuts. In my
case, Push-To-Talk is bound to F8, and unfortunately, it gets messed up by
modifier keys (Ctrl, Alt, Shift) in two situations, as describe below.

STEPS TO REPRODUCE
1. Bind Discord PTT to F8 (and accept permissions dialog)
2. Join a voice-channel to see PTT status
3. Attempt either of the following:
3.1. Hold a modifier down, then press PTT
3.2. Hold PTT down, then release a modifier

OBSERVED RESULT
1. If the modifier is held-down and PTT *isn't* pressed yet, pressing PTT
doesn't register at all
2. If PTT *is* held-down, and the modifier gets *released* (not on press), then
PTT releases as well

EXPECTED RESULT
Modifier keys should not interfere w/ global-shortcuts that don't reference
them.
