Description:
After updating to Fedora 45 (KDE Plasma 6.8.1, KDE Frameworks 6.31.0, Qt
6.11.2), 3rd party icon themes (like WhiteSur) fail to properly fallback to the
Breeze icon theme for missing KDE-specific application icons.
Actual Behavior:
The icons for these KDE applications are missing, appear as blank/generic
boxes, or fail to load completely. The system ignores the Inherits=breeze
declaration in the theme's config.
Expected Behavior:
The system should respect the Inherits declaration and smoothly fallback to the
Breeze icon theme for icons that are not present in the third-party theme, as
it did in Plasma versions prior to 6.2.
