Tearing doesn't work on your GPU because of a driver bug
(https://gitlab.freedesktop.org/drm/i915/kernel/-/work_items/13834), so buffers
are kept by the driver/hardware for a full frame each time they're scanned out.

This kind of fps locking can happen in that situation if the app only uses 3
buffers, which doesn't guarantee full frame rate. Mesa sets min image count to
3 though, and apps generally use more than that.

Do you set some environment variables to force dxvk or Vulkan to change the
image count?
