Pushed by niccolove into branch 'Plasma/6.8'. applets/digital-clock: Zero-pad hours when forcing 24h on a 12h locale timeFormatCorrection() builds the time format from the locale's short time format; a 12-hour locale formats hours as "h", which without AM/PM gives unpadded 24h hours. When the 24h format is forced on a locale that uses the 12-hour clock by default, use "hh" for the hours instead.
