Numbers 1, 3 and 4 are selected. The top split is full width because #2 is not selected. The bottom panel has two panes because both #3 and #4 are selected. The height and width of all panes can be adjusted. If implemented in Dolphin, an icon with four panes (like the one for selecting view mode) could be used, but with multiple choices possible. SpaceFM is an old, buggy program that had great promise but was never completed. I still use it from time to time if I really need these multiple, adjustable panes.
