A window that has been partially obscured by a 30 width top panel.

DESCRIPTION

When you have an 'always show' top panel with a height of <= 30 pixels,
maximized windows do not dodge the panel, and instead are obscured by it,
hiding the minimize, maximize, close button, etc.
At 31 pixels or higher, the window is correctly moved below the panel.
This occurs on Wayland, but did not occur on x11.

STEPS TO REPRODUCE
1. Start a wayland session
2. Create a new panel
3. Configure the panel to be "always visible"
4. Set panel location to the top of the screen
5. Set the panel height to <= 30
6. Maximize any window

OBSERVED RESULT

The panel obscures the top of the window, hiding the 'minimize, maximize,
close' buttons.

EXPECTED RESULT

The top of the maximized window should be below the bottom of the panel.
