Git commit d3f82c84b0263b622906d2bfa7f8d287e1c62d44 by Christoph Wolk.

applets/timer: disable irrelevant context menu actions

You can't start the timer that's already running, and you can't stop
one if none is running. Starting a timer with 0 seconds on also serves
no purpose, and resetting a timer that was already reset is also
pointless.

Resetting a timer and changing to a different one may make sense while
a timer is already running, even though it slightly increases the chance
of a mistake (e.g. people forgetting they already have a timer running
and starting a new one). We could consider always requiring the timer to
be stopped first before changing it at a later point (we already prevent
the user from interactively changing the values in the popup while the
timer is running).
