DESCRIPTION
When choosing any image to use as a user avatar, the circle used to specify a
specific region on the image is unable to be moved or resized properly
STEPS TO REPRODUCE
1. Choose a custom image to use as avatar
2. Try to move the circle around to select a region
3. Can't move it at all and the resize dots act strangely too, acting as if
left mouse is being held when it isn't
