bug as reproduced on my machine

DESCRIPTION
At 200% scale or greater, it is impossible to move the mouse pointer to the
very right/bottom edge of the screen.

STEPS TO REPRODUCE
1. In System Settings > Display & Monitor > Display Configuration, set Scale to
200% and apply.
2. (As an example) open Spectacle and take a screenshot of a rectangular
region. Drag the mouse pointer from the top-left corner to the bottom-right
corner of the screen.

OBSERVED RESULT
The mouse pointer cannot reach the bottom or the right edge of the screen.
In the case of Spectacle, this means the region size is capped at (screen width
− display scale + 1) × (screen height − display scale + 1).

EXPECTED RESULT
The mouse pointer should be able to reach any physical pixel on the screen.
In the case of Spectacle, dragging through the entire diagonal should result in
a full screen shot.

SOFTWARE/OS VERSIONS
