Make the on-screen-display position configurable The position of OSD windows (volume, brightness, keyboard layout, …) is hardcoded to horizontally centered at two thirds of the screen height. This adds an `OnScreenDisplayPosition` option mirroring the existing picture-in-picture placement settings: nine screen anchors plus a configurable margin. The default ("Lower center") preserves the current behavior exactly, so nothing changes for existing users. Per David Edmundson's suggestion in the bug, the UI lives in the Window Behavior KCM in an "Overlay Positioning" group shared with the picture-in-picture settings. Depends on !9370 — the UI commit builds on the QML port of the options KCM; the first commit (option + placement + tests) is independent of it.
