Same issue on OpenSUSE Tumbleweed. I have also been able to reproduce it on KDE
neon live CD (neon-useredition-20170309-1018-amd64.iso). Here are steps to
reproduce:
1. Boot up the live CD
2. Start System settings and go to Desktop behavior > Effects
3. Disable Fade and enable Glide, then click Apply
4. Start Dolphin; notice that window opening animation works
5. Close all windows and log out, then log in again
6. Start Dolphin; notice there is no window opening animation
As others say, the effect can be restored by disabling it, clicking Apply,
enabling it and clicking Apply again.
It looks like the following bug report is about the same issue:
