>From my observation it does not happen when the window uses client side
decoration. I tested it with Chromium with and without client-side decoration.
When the Breeze decoration is enabled I experience the bug as reported. But
when it's off I don't experience the issue anymore. So I tested it with
Lollypop (GTK+ music player) and I can drag it without any problems as well.
