This is difficult for the casual users to handle. Can confirm on KDE neon LTS User Edition 5.8 with Plasma and Discover versions 5.8.6. Expecting the updates applet to notify and show me new updates when available, but the applet always shows "System up to date", even if the system is actually not up to date, until I manually check for updates.
