The title block ought to be omitted when kcmshell5 is running a single kcm
module. TDE doesn't, and KDE3 and KDE4 didn't find it necessary. In most kcm
windows it's completely redundant. In all it's a needless waste of space. It's
unprofessional looking design to see most such windows repeating exactly the
titlebar's content right below the titlebar.

Removing it would be a solution to bug 354227 .
