Stupid as this sounds, It is true! look at the local history of BERWICK
from changing hands 13 times, with great loss of life. Its status was set as
independent by the treaty of perpetual friendship. listed as "of England but
not England" this happy state lasted until the Crimean war. England Scotland
and the Independent state of Berwick declared war on RUSSIA. During the war for
whatever reason England swallowed Berwick. Thus as hostilities ended only
England and Scotland signed the peace treaty. Berwick has yet to sign a peace
treaty?
