Screen record of the problem

I use my notebook either with its own screen, or with two external screens with
the own display switched off.

When I connect the two external monitors, the system changes to the correct
setup (side by side screens), but one of the screens do not refresh, the
windows are shown as they were on the notebook screen (both the notebook screen
and the bad screen are FHD), but the screen is practically frozen. However not
fully, since the mouse pointer is visible and moves, and it can also interact
with screen elements and windows, but the screen is not refreshed at all. I can
even grab a window and move it to the other screen, which results in a strange
layout of having the live window on the good screen, while having the original
window on the bad screen.

I have tried to make a screen record with SimpleScreenRecorder. The recording
is also strange, because it shows that the screen is somehow refreshed, but
sometimes it flickers back to the frozen state. 

This strange behavior can be solved by either switching to a terminal screen
and back, or by disabling the bad screen and re-enabling it. When everything is
ok, the screen recording is fine, no flickers (thus it is not a software
effect), so I attach the recording to illustrate the problem.

This whole problem started a few weeks ago, but do not know exactly which KDE
version is the starting point.
