As per comment 1 and comment 2, there might be something antagonistic with
other plasmoids… so perhaps it's not just the slideshow "plugin" by itself.

I have an SDD and spindle HDD on my laptop. (Most of the) system is on the SDD
and the wallpapers are on the HDD. It's all ext4. I tried changing the
wallpaper directory to the SDD, but I still get the high CPU.

Yes, it did. qt5-base (5.8.0-12 -> 5.9.0-2)

In fact the following packages all updated to 5.9.0-1.
