Screenshot of all desktops showing lowest point possible when dragging windows
from top screen to bottom

Hello!

I have three monitors set up as follows:

There are two screens are in top row, bottom screen is under right screen from
top row. Geometry is as follows (geometry is taken from `xrandr`):

top left 1920x1080+0+0, top right 1920x1080+1920+0
                        bottom 1920x1080+1920+1080

On each screen there is slightly modified default panel (set up to don't
display windows from other screens/activities etc.)

Here's my problem:

I am unable to drag windows from any of top screens to bottom one. If I try to
do this I'm unable to move window to lower screen (top part where buttons are
placed cannot be moved "behind" or below panel on current screen.

I tried to change primary screen, it doesn't seem to affect the issue.
I also ensured that screens are really adjacent and there are no 'spare' pixels
between them (I did it by inspecting `xrandr` output)

Windows can be dragged if I set panel to be 'below windows', but in that case
maximizing windows will obviously cover panel so this workaround is suboptimal.
