when install package, will popup a polkit auth dialog, but tips text not
translate on other language.
BTW: I check my `/usr/share/polkit-1/actions/org.kubuntu.qaptworker3.policy`
and not found any i18n settings. seems need to add some item like `<description
xml:lang="zh_CN">安装或移除软件包需要授权</description>` into this file
