When using two monitors the panel allows application to go under it. You must
go to Panel Settings in order to restore it. Opening the settings is enough to
restore it. Without changing anything. The selected behavior from setting is
"Always visible".
It is like the system selects "Windows Go Below" automatically when a second
monitor is connected.
