There seems to be a roughly 1px by 1px border around the desktop in which no
input is accepted. (e.g. scrolling file/web browser, grabbing windows, etc)
to reproduce: 
1) open dolphin (or any application that relies on mouse input really)
2) move cursor to any screen edge and scroll
actual results: application does not scroll or accept mouse input
expected results: application will scroll and accept mouse input normally
If this is intended behavior, is there any workaround? 
please let me know if additional debugging information or a video demonstrating
behavior is necessary
I am using KDE Neon User Edition with Plasma 5.10.5
