In Kubuntu 17.04, the menubar is definitely visible by default. If your distro is shipping GwenView without the menubar hidden by default, that's something you need to take up with them. I agree that there is a usability improvement we can make in that when the menubar is hidden, there's no obvious way to get it back or access its functions.
