In the new version, I'm trying a user menu thingie, but it doesn't work well with selected text as it doubles the selection.) It would be nice to be able to have double quotes replaced by ‘’. I don't see why this would require options on a per language basis. You just let users define a pair or active quotes. (You might allow defining a pair for the alternate quotes csquotes supports, too.) This makes for much more readable source then \enquot{}ing everything, but has all the linguistic- and context-sensitivity of the more cumbersome syntax. Note that this is in pdfLaTeX. The issue is not specific to users of the new unicode engines.
