Coinstallation shouldn't be relevant on Windows, because each application will
have it's own copy of the necessary libraries in it's installation directory.

Therefore I think we can ignore all of these issues - it certainly hasn't been
an issue for any of the Windows CI builds (build.kde.org) or the Windows
installers for Kate, KDevelop and some others produced by the Binary Factory
(binary-factory.kde.org)

Given we have both of these, developers shouldn't need to cross compile
software either (MSVC has it's own quirks as well, so cross compiling isn't a
complete solution here)
