This is almost certainly a kernel issue, and a fairly common one at that. Leap
42.3 uses a fairly old kernel, and newer ones have much better support for your
networking hardware. If you can, upgrade to kernel 4.8.7 or later, which should
resolve the issue completely.
Either way, this isn't a KDE bug.
