1. start plasma session, open "system settings" > "Desktop behavior"
2. check/uncheck "Visual feedback for status changes", click "Apply" button
3. move your mouse wheel on audio tray icon to change the volume level and test
your new setting
Result: your new setting was not applied
4. restart "system settings" > "Desktop behavior" (note that the setting is not
the same that you chose in the step 2)
5. repeat the steps 2 and 3
Result: your new setting was correctly applied now.
