As explained by frinring:
It applies to the file currently active in the editor.
This only works when some bytes are selected in the Okteta KPart. It doesn't
default to the entire file; nor does it work for files opened with ktexteditor
or any other viewer/editor KPart.
It would be nice if it could work in other contexts; otherwise it should be
much clearer when and how it can be used.
