Thanks for your help. After more research I think the problem is this again
(just with 3.9 and not 3.8): https://bugs.kde.org/show_bug.cgi?id=383086
For some time afterwards kdevelop on neon dev unstable was built with 4.0, but
with
https://packaging.neon.kde.org/kde-std/kdevelop.git/commit/?h=Neon/unstable&id=86138cb2207ad426671019d37198ebf55fea7c9c
again a dependency on 3.9 was introduced. Reopening and moving to neon bugs.
