I confirm this bug on Opensuse Tumbleweed, KDE Plasma 5.11.4, Frameworks
5.40.0, Qt 5.9.3.
The only difference is that no unifying of outputs is needed. I use two
external display with docking station and the notebook screen disabled. After
disconnecting the external displays sometimes the bottom and right part of the
panel is missing. This does not always happen. Issuing
kquitapp5 plasmashell && kstart5 plasmashell
restores panel. Maybe it is a multiscreen issue.
