I'm seeing the same problem. Even in version 17.12.0.
I usually get around by clicking "left" or "right" cursor key which will resume
the video after seeking a bit left/right.
This happens in project preview as in clip preview. Both start at first after
program launch but then the playbacks hangs when trying to start a second time.
One thing i've seen: When the edit gets bigger (more clips in the project) the
"stuttering" after you try to "resume playback with seeking" gets longer. More
clips in the timeline -> more stutter steps before the video resumes.
