Similar issue here on OpenSUSE Leap 42.3 with kdeconnect-kde-1.0.3-2.1:
Two users are logged in at the same time on plasma desktop, each wants to
connect to their own kdeconnect instance from their separate mobile device.
User1 is able to connect its kdeconnect instance but user2 cannot connect to
its daemon, only the instance of user1 can be seen for him as an available
device.
It seems that the first daemon propagates itself to the mobile clients anyhow
supressing the running other instance(s).
