Bugzilla, as far as I know, does have priorities: by project, by component, by user votes, by number of duplicates, by keywords, by tags, by date, ... The main problem is that there are lots of duplicated bugs that right now only humans mark as such, even the previous search as you type a new bug is insufficient (I know because I've reported duplicated bugs myself), and this manual task consumes a lot of time.
