Since Plasma 5.4 popup widgets in the panel like kickoff and the folder view
are shown in the pager. That is very irritating and should be suppressible. The
pager should only show windows and those widgets are no windows.
You can see the different behaviour in the screenshots provided for Bug 359618
(has nothing to do with this bug).
