Since hundreds of thousands of people use Krita on Windows day in, day out,
this must be something specific to your setup, and not a bug in Krita. We
cannot begin to guess what's up, but you could do two things:
a) Reset Krita's configuration
(https://docs.krita.org/KritaFAQ#Resetting_Krita_configuration) and try again
b) Get a crash log, so we can see where the problem occurs:

Without more information we cannot help you figure out what is wrong.
