I'm using all the latest packages provided by the Kubuntu 17.10 repos, so this should be a "supported version", unless I'm misunderstanding what you're saying here...? I'm using the display scaling settings in the kscreen component of systemsettings5, which allows scaling from 1x to 3x in 0.1x increments. I've only dabbled a bit in Qt myself, so I don't know what this "stack" you're reffering to is comprised of.
