Works for me too on Kubuntu 17.10 with Plasma 5.12.
Given that the wallpaper types are also not available, these issues are
probably linked and caused by an upgrade or user configuration issue. Please
try a forum or support group for your distro. If a real bug shakes out of that
conversation, go ahead and re-open this.
