Right now, it can be hard to tell that anything is happening during an update
operation, especially when there are a lot of packages to update. The currently
updating packages may be much farther down in the list, so the packages that
are visible may not be changing at all. It can cause a sense of user unease;
"Is Discover actually doing anything?"

This issue would be alleviated if the whole list became sorted by completion
percentage while updating. That way the top of the list would always show the
currently updating packages. This would give the user a strong sense of action,
and show that Discover is doing something.
